With an average of more than 500 visits every day, the Masterton Library and Archives is the beating heart of our community.

An exciting opportunity has arisen for an ambitious, creative and compelling leader to take the Masterton Library and Archives into its next phase.

We’re just about to open Te Puna Ako, a new library learning centre, and have allocation for a new library building in the next few years. It’s an exciting time to join the Masterton District Council!

With a focus on leading the future development of our library and archive services and driving a culture of continuous improvement, our preferred candidate will bring proven experience in business unit leadership and people management.

In this role you will focus on leading change, building culture and providing professional management so that we can provide high-quality library and archive services which are accessible, inclusive and responsive to the needs of our diverse community.

You will take a strategic view of library and archive programmes and services and employ sound business practices to prepare reports and robust business cases that inform annual and long-term planning.

You will have at least five years’ experience in a leadership role. You will be a strategic thinker but be able to translate strategy into tactical and actionable work plans that deliver results.

While a library qualification or knowledge of the profession is a nice-to-have, the must-haves include:

  • Proven experience as a compelling and strategic leader
  • Internal and external relationship management
  • Setting and managing operational budgets
  • Experience delivering business results aligned with strategic plans.

Library and Archive Manager Position Description

ROADING ENGINEER

Due to an internal promotion we currently have a vacancy for a Roading Engineer to join our team at Masterton District Council.

About the role

In this role you will work in a team of Roading Engineers to develop and deliver a proactive programme of work that will ensure the maintenance of our district’s roading infrastructure and improve the safety and resilience of our roading network.

The successful candidate will have strong project management skills with the ability to interpret and analyse technical data and contract documentation. You will be able to maintain the successful delivery of services while you manage conflicting priorities. The ability to draft high-quality succinct reports will also be part of your skillset.

With your positive and approachable attitude, you will quickly build strong relationships as you work closely with local contractors, providers and community groups.  

The key skills we are looking include:

  • A relevant tertiary civil engineering qualification;
  • Broad experience or knowledge in the provision of roading services;
  • Proven experience in developing and implementing a work programme in roading or a related discipline;
  • Skills and experience in contractor management; and
  • Knowledge of relevant roading, engineering, NZTA and local government legislation, policies and processes.

CORPORATE PLANNER

Do you have aspirations to work at an executive level?   This could be the role that starts you on that path.

As our Corporate Planner you will work across the organisation gaining insight into every aspect of Council business.

In this role, you will lead the delivery of our key corporate planning documents, including the long-term plan, annual plan, annual report and associated reporting. You will also coordinate our corporate business plan and work programmes to ensure strategic alignment across the organisation.

Other key aspects of the role include:

  • Providing quality corporate planning analysis, support, information and advice
  • Supporting organisational performance and risk management
  • Co-ordinating and facilitating community engagement and consultation related to the corporate planning cycle
  • Supporting the delivery of the wider governance, policy and strategy work programme as required.

Your ability to work with others and build strong collaborative relationships will be critical to your success in the role.  Other key skills and attributes that you will need to have include:

  • A commitment to delivering high quality outcomes on time
  • Proven project management skills and high attention to detail
  • Excellent verbal and written communication skills, with a talent for presenting written documents
  • Strong analytical and problem-solving skills
  • The ability to coordinate and collate information from multiple sources
  • A relevant tertiary qualification and/or substantial background experience in corporate planning.

SENIOR BUILDING DEVELOPMENT FACILITATOR / BUILDING CONTROL OFFICER

As Masterton population grows, so too does the need for building industry expertise to ensure we fulfil our legislative obligations and keep the public safe when it comes to the provision of safe buildings.

We are looking for a Senior Building Development Facilitator / Building Control Officer to join our team.

We need a switched-on person who can hit the ground running – while continuing to grow their skills and knowledge. You will need to have solid experience in building control functions, ideally with commercial competencies, knowledge of the building and construction industry, plus an excellent understanding of the relevant legislation.

Building and maintaining relationships both internally and externally is crucial for this role – with that in mind, you will be a proven ‘people person’ with the ability to balance arguments, make decisions and explain reasoning.

Your days will be a mix of being out on the field undertaking a range of building inspections to ensure compliance, as well as dealing with customer enquiries, and spending time in the office working with your colleagues to complete the vital parts of processing consents and working with our community to answer their building related queries.

But it’s not all about technical skills; attitudes and behaviours are just as important to us. We need someone who can demonstrate an ability to get things done, keep promises around service delivery and timelines, manage expectations and have a common-sense approach. Without a doubt you will be a great problem-solver, be able to manage priorities under pressure and be known for thinking on your feet and trouble-shooting.

Things are happening in Masterton – our population and economic productivity are growing, we have world-class art, a stunning environment, one of the best public parks in the country, great events and more.  We are the big town (best little city) at the heart of the Wairarapa.  It’s no wonder visitors are pouring in and new people are arriving to enjoy the lifestyle we offer. To support our booming town, Masterton District Council has a lot on the go and we need someone with a passion for getting things done.

We have a portfolio of important, high-profile projects around the District from a Civic Centre, library upgrade, a town centre revamp, water storage and an aerodrome upgrade. We need someone who can oversee successful completion of these projects, ensure programming is realistic and robust and assts are well planned, monitored and controlled.

The Project Delivery and Assets Manager role has been created to build Masterton District Council’s project, programme and asset management capacity and take us to the next level. The Manager will not only lead a new team responsible for planning, managing, monitoring and delivering infrastructure and physical assets but also contribute to Council’s strategic direction, strategy and organisational capability for programme and project management.

In addition to top-notch communication skills, we’re looking for someone with:

  • Leadership skills – you will be building and developing a new team
  • Coaching skills – you’ll be setting ambitious goals and working to achieve them
  • A tertiary qualification in an engineering, construction, project management or related field. Or, at least ten years proven project management experience
  • Experience successfully delivering large capital works programmes
  • Knowledge and experience of business planning and project management
  • Experience improving processes, systems and functions associated with programme delivery in line with best practice
  • Comfort managing consultants and contractors
  • Effective decision-making, problem solving and conflict resolution skills

PROJECT MANAGER x 2

Things are happening in Masterton – both our population and economic productivity is growing at a faster rate than the New Zealand average. To support our booming town, the Masterton District Council has a lot on the go.

We have a portfolio of important, high-profile projects around the District spanning across all areas from community facilities to transport and the three waters. We’re creating a team that can support the organisation to successfully deliver these projects.

We have two full-time Project Manager roles which could be filled with a mix of full-time and/or part-time employees to total the full-time equivalent.

Reporting to the Project Delivery and Assets Manager, the successful candidate will:

  • Deliver projects and contracts in an exemplary manner meeting Council, community and stakeholder expectations in terms of time, cost and quality
  • Develop and maintain project management documentation across the lifecycle of projects, including developing business cases
  • Report on all projects through the various stages of planning procurement and implementation including project closure reports
  • Be the Council’s project management ‘subject matter expert’ and provide project management support and advice to other departments

In addition to to-notch communication and inter-personal skills, we’re looking for people with:

  • A tertiary-level qualification in an engineering, construction, project management or related field and proven project management experience
  • Experience successfully delivering large capital works projects
  • Knowledge and experience in business planning
  • Experience managing consultants
  • Demonstrated success in customer relations and stakeholder engagement.
