About the Plan Change
Masterton District Council gives notice of a Summary of Decisions Requested for the Welhom Developments Limited Private Plan Change to the Operative Wairarapa Combined District Plan (2011).
The private plan change seeks to:
- Rezone 14.7836ha of land located at State Highway 2, Lansdowne, Masterton (legally described as Lot 3 DP 516269, Lot 36 DP 429991, Lot 1 DP 69308 and Part Lot 9 DP 65445 held in Record of Title 804394) from Rural (Primary Production) Zone to Residential Zone; and also
- Introduce additional site-specific District Plan provisions for the future development of an approximately 9ha retirement village within part of the land rezoned Residential.

The Welhom Developments Limited Private Plan Change was notified on 31 August 2022, with a deadline for making submissions of 28 September 2022. This deadline was subsequently extended to 29 September 2022 as a result of the unanticipated Queen’s Memorial public holiday. A total of 10 submissions were received within the submission period.

The Hearing Panel, comprising independent commissioners appointed by Masterton District Council, conducted a Hearing on the Plan Change at the Masterton Club, Chapel Street, Masterton. Three days were set aside for this hearing.
Thursday 27 April 2023, 9:30am
The Hearing Panel reconvened on 27 April, with a recommendation by the Independent Hearing Commissioners received on 8 June.
Independent Commissioners Recommendation
The recommendation by the Independent Hearing Commissioners was received on 8 June. At the time of this recommendation, the Hearing Commissioners recommended that the plan change request be accepted, to rezone land from Rural (Primary Production) Zone to Residential and introduce site-specific provisions for the retirement village proposal.

Making a Further Submission
The following persons may make a further submission, in the prescribed form (Form 6 of the Resource Management (Forms, Fees, and Procedure) Regulations 2003):
- any person representing a relevant aspect of the public interest; and
- any person that has an interest in the proposed policy statement or plan greater than the interest that the general public has; and
- the local authority itself.
A further submission must be limited to a matter in support of or in opposition to the relevant submission made and summarised in the Summary of Decisions Requested document. Submissions should be made in writing, in general accordance with Form 6. Full copies of all 10 submissions are available from:
- Masterton District Council’s public offices at 161 Queen Street, Masterton, and Waiata House, 27 Lincoln Road, Masterton.
- Masterton District Library at 54 Queen Street, Masterton.
Further submitters are required to serve a copy of their further submission on the person who made the original submission within 5 days of lodging the further submission with Council. Addresses for service of all submitters are available in the Summary of Decisions Requested document.

Notification of Summary of Decisions Requested
The Summary of Decisions Requested for the Welhom Developments Limited Private Plan Change to the Operative Combined Wairarapa District Plan (2011), including related documentation, may be inspected at:

Public Participation Process
After the closing date for further submissions, Council will prepare a report and hold a hearing of the submissions. All persons who made a submission or further submission and who requested to be heard in support of their submissions will be advised of the dates, times and place of the hearing. The Council will make decisions on the submissions and further submissions, and any submitter or further submitter may appeal the decision of the Council on their submission to the Environment Court in accordance with the First Schedule of the Resource Management Act 1991.
